Senior leadership advocacy and clear, transparent governance structures have been hallmarks of Operational Excellence at UC Berkeley. The program’s governance structure consisted of a decision-making body, the OE Executive Committee, and the OE Coordinating Committee, an advisory body with representation of project sponsors, faculty, staff, and students. The Coordinating Committee made recommendations to the Executive Committee and is comprised of faculty and staff leaders of the seven design initiative teams that developed project proposals, the Chair of the Academic Senate, and the Presidents of both the Associated Students and the Graduate Student Assembly. The Coordinating Committee has been retired as their advisory role is no longer needed. The Executive Committee will continue as the decision body through completion of the remaining projects. Together, these groups provided crucial leadership support to introduce major operational changes to the campus and affirm the role of the project teams to implement those changes.
The OE Program Office continues to coordinate and support the activities of OE Program project teams and is led by Faculty Head Andrew Szeri, Vice Provost for Graduate Studies and a member of the faculty of the College of Engineering. The OE Program Office tracks and coordinates proposals, charters, budgets, savings schedules, investments, communication, change management, delivery of results, and transfer into operations. The OE Program Office also plays a crucial role in ensuring alignment among project staff, between project managers and sponsors, between one project and another, and between projects and the permanent campus functional owners.
